中国共産党が権力の座に就いて以来中国では宗教に対する組織的な弾圧が増加し数万人もの人々が民主主義国家に逃亡して保護を求めてきた難民申請が認定された事実だけでも中国が宗教弾圧を行っていることを＠国際社会に知らしめる効果がある「偉大で、輝かしく、正しい」と＠自負する中国共産党が宗教の信仰を弾圧し人権を侵害している事実を＠認めることなどできるはずがないそのため中国共産党は中国で宗教弾圧を受けて＠海外に逃亡した難民を攻撃するための長期的、組織的、そして、大規模な運動を＠立ち上げたのであった
